Abstract

The spiritual development of personnel at the Bandar Lampung Police is the main focus in efforts to maintain the welfare and mental stability of police officers. This effort cannot be separated from the influence of the internal environment, which includes organizational support factors, structured coaching programs, and a culture of solidarity. However, the success of spiritual formation is also faced with the challenges of complex bureaucracy, limited resources, and high levels of stress in the internal environment. The aim of this research is to analyze the strengths and weaknesses of the internal environment in the organization of leadership functions in police organizations in the spiritual development of personnel. This research uses a qualitative approach with research designmultiple case holistic design single-unit of analysis  as well as conducting in-depth interviews and document analysis as data collection methods. Respondents consisted of Bandar Lampung Police personnel, both leadership elements, elements of spiritual function development and Bandar Lampung Police personnel staff who were directly involved in spiritual development and related policy makers. Data was analyzed thematically to identify the strengths and weaknesses of the internal environment and their relationship to spiritual formation. The results of this research show the importance of organizational leadership functions in police organizations in the spiritual development of personnel and it is found that strong organizational support and structured development programs stand out as the main strength in the internal environment, providing a solid foundation for spiritual development. However, complex bureaucracy and limited resources are weaknesses that require in-depth handling. Moreover, high levels of stress in the internal environment indicate an expansion of spiritual formation efforts.
