Abstract
Library management in developing literacy movement programs in high schools represents an effort to support and facilitate literacy activities through various programs and activities carried out in the library, which serves as a source of information and learning media for students. This research examines library management in the development of literacy movement programs in two State High Schools in Tanggamus, namely SMA Negeri 1 and SMA Negeri 2 Kotaagung. This research aims to analyze library management in developing school literacy movement programs and to identify the availability and completeness of library resources to improve student literacy achievement. This research uses a qualitative descriptive method, with data collected through observation, interviews, and documentation. Data validity and reliability are ensured through data source triangulation, method triangulation, and data validity testing. The results show that both schools have active library management in literacy program development, but there are significant differences in book collections, technological facilities, and program implementation strategies. These differences affect student participation levels and program effectiveness. Based on these findings, the research recommends the need for standardization of library management, training for library heads and librarians, and budget increases for collection procurement and library facility development.
