Abstract
This research is grounded in the limitation of printed books and the need for digital transformation in learning resource management. The study aims to analyze the implementation of digital library management to enhance learning effectiveness at SMKN 1 Negerikaton. A qualitative case study approach is employed, with data collected through in-depth interviews with the principal, vice principals, librarians, IT operators, teachers, and students, supplemented by observation and document analysis. The results indicate that digital library planning is aligned with the school's vision and vocational curriculum, yet it lacks specific planning documents and dedicated funding. Organizational efforts still adopt a conventional structure without documented task allocation and authority, with incidental coordination. The direction stage relies on passive socialization without systematic training, resulting in informal guidance. Supervision is limited to basic statistics and equipment maintenance, lacking comprehensive evaluation of learning impact. Positive impacts include improved access to learning resources, time efficiency, and learning motivation; however, these remain suboptimal due to low teacher utilization and digital literacy culture. The implications of this study underscore the need to strengthen institutional aspects, human resource capacity, and a structured evaluation system to optimize the role of the digital library in supporting effective learning in vocational schools.
